If a software is so buggy that it can not be tested any further, the testers should start up the reporting process by reporting the bugs which are initially found with identifying the more important or critical bugs.
This type of an issue can be very serious and affect the plans, schedules and signals that there have been deeper issues during the software development process e.g. improper design, ambiguous requirements, insufficient unit testing etc., so the management should be properly notified and be facilitated with some supporting documentation as a proof of the problem.
